I have tried to clarify this.

First, I pushed the links to normative documents out of the preamble and into
each of the relevant sections. This should let readers drill down to spec
bedrock more quickly.

This also highlights that there is no normative description of Decorators yet,
which was reportedly a point of confusion.

Lastly, the document could deliver better on the promise in the introduction. I
am working on this.

I believe that this is fixed but please comment and reopen if you can suggest
an alternative approach.
