[Bindings] Allow ExtendedAttributeList to be Omitted

Hi,
   The definition for ExtendedAttributeList needs to be amended to allow 
it to be omitted when not necessary.

It is currently defined as:

[27] ExtendedAttributeList → "[" ExtendedAttribute ExtendedAttributes "]"

That should be changed to:

[27] ExtendedAttributeList → "[" ExtendedAttribute ExtendedAttributes "]"
                                | ε
