[web security IG] Publication of the web API to access secure element by GlobalPlatform

Dear all,

For the ones who missed it, GlobalPlatform has published a Web API allowing to access to secure element (whatever is their format, SIM card, embedded secure element, proximity smart card). That API is dedicated for user agent integration. It could be one possible underlying layer of the hardware-based secure service API discussed in the same-name CG.
