If we want sandboxed XHTML, then it might be better to make it 
application/xml-sandboxed, so that it can clearly be used for any XML 
content.  Otherwise, it seems like it would be a huge pain it that were 
to lead down the path of adding application/svg-sandboxed+xml and other 
application/*-standboxed+xml types for all many different types of XML 
documents.  Adding one new MIME type is painful enough already for the 
legacy compatibility problems it creates, the need to modify Accept 
headers sent by browsers in requests, to update servers to support the 
new types, etc.
