Consider whether this should be merged with webrtc/rtcpeerconnection/rtcpeerconnection-constructor.html - "no" is reasonable, given that getConfiguration apparently doesn't work right for this test in any browser yet (rtcpeerconnection-constructor.html doesn't use it).
