The difference with target is that it's also open-ended, so it would be somewhat interesting to see if Firefox treats all of those as case-insensitive, or only the known keywords. Either way, personally I'm a big fan of making all things case-sensitive that could be. It hadn't really crossed my mind in this PR to change the standard.
