Another data point: this PR that adds files to `IndexedDB` but does not modify `IndexedDB/support.js` passed Travis and got exported: https://github.com/w3c/web-platform-tests/pull/4666

I think it's clear the CI problem is caused by any patch that modifies `IndexedDB/support.js`.
