The Web server already running on w3c-test.org is just https://github.com/w3c/wptserve (that is, exactly same as what you get locally if you run `./serve` from a https://github.com/w3c/web-platform-tests checkout.

And if `prbuildbot` is just python then it seems like it could be made to run under wptserve. That is how we are already running the sync script that mirrors PRs to https://w3c-test.org/submissions/ That script runs from http://w3c-test.org/sync.py and gets called as a webhook
