I suppose it's a bit of a different case to fail fetching the manifest the first time and then calling `update()`, vs. having successfully fetched and parsed a manifest and later calling `update()` and have it fail to fetch at that point. The old test is really a manual test. I suppose nobody is interested in running manual tests for appcache. So... I guess this is OK. But I'm not an appcache expert.
