Thanks, jgraham. I'll make that ABC change. My rationale for the separate repo is twofold. First, this is a useful utility for lots of different projects. The only logic that would have to change to use this on any other repo would be the log_parser. I'd like to leave an open-source base out there for other repos (or non-w3c users) that might like to use it instead of burying it in the web-platform-tests codebase. Secondly, since this is a process running on a server somewhere, it isn't necessarily tied to the rest of the code in web-platform-tests at all. Implementation-wise, I understand that it's running on w3c-test.org, and so including it in `tools/ci/` makes sense. I still see a lot of value in making a repo with just that tool publicly available. I'm happy to take ownership back if we want to copy this implementation to `tools/ci/` and w3c doesn't have an interest in maintaining a separate repo. I don't like the name either.
