Oops, I overlooked this, sorry.

What is the expected Content-Type for such a Request / Response? According to the current spec it should be "multipart/form-data; boundary=...". And an empty string is not a valid body for "multipart/form-data" according to https://tools.ietf.org/html/rfc2046#section-5.1.

The test fails on Firefox 49 similarly. @wanderview, what do you think?
