Until browsers are interoperable, we never really know what the expected values are. So I guess I don't see a problem picking one or the other here for now and keeping track of it in an issue.

We've been doing that elsewhere in WPT too as far as I've heard. Although admittedly a similar PR I wrote (#1381) is also in limbo at the moment.
