@ddorwin:  Do you have time to review this PR soon?  It touches a number of files, but really only does 2 things:

- Corrects the test harness resource references so that the tests are discovered and run
- Corrects content references and moves the two webm files into a content subdirectory

One test fails because of missing content:  test-vp8-vorbis-webvtt.webm
