I assert that these tests are valid, but could be incomplete.

* Should all Navigation Timing 2 tests have a tight coupling to PerformanceObserver? I assert that we should test both Performance Observer and Performance Timeline integration separately in different async_tests.
* I believe there should also be a subdocument test as an iFrame gets its own Navigation Timing and I can imagine lots of bugs that browsers could have in this scenario.
