Re: [encrypted-media-tests] Include indication that polyfills were used in polyfill test names (#3586)

The new script must be run in the polyfill directory (it fails if it is
not). The new files it creates have the same filename as the source files,
but they are in the current working directory (polyfill) when the source
files are in the parent directory (and etc. for the resource
sub-directories).
