I've [added this behavior to the spec](https://github.com/w3c/web-animations/commit/21de090dacc56efcc1ef7a7d04913126f96024ae). I'll also add a much more thoroughgoing test to web-platform-tests that tests the phase algorithm more closely. I intent to land that via the Gecko repository so hopefully it will show up here in a next week or two. For now, I'm going to close this without merging since I think this puts the test in the wrong place and because there is another test coming that covers this PR.
