I think this is unclear. There are two documents, each have its own registry. (i.e the registry is not shared between documents). Definition from which registry should be used to enqueue the attached callback? If we remove proto2, then custom element is unregistered in docWithBrowsingContext, so the attached callback should not be called in this case, right?
