I guess the concern is that it will never get done once it's in place. It's preferred to have it done with idlharness from the get go. At this point, the reason for not accepting tests of the IDL conformance that don't use idlharness is pretty like the reason for not accepting manually written HTML files for canvas 2context tests that don't use the existing 2dcontext test generator script and support files.
