@Hixie, now we have tests that verify that networkState is NETWORK_NO_SOURCE and currentSrc is empty for all of the cases I'm aware of. In order for an implementation to be fetching before it has picked a source it would have to violate the spec in some rather elaborate way. Are you satisfied with this test coverage?
