[html-tests] Refine form constraints tests (#910)

1. Refine run_test() function
2. Update test_checkValidity() and test_reportValidity()
3. Update test data for the checkValidity and reportValidity methods
4. Update set_conditions() function to reset test environment
5. Refine the validate tests to avoid the runtime error and etc
