So it looks like the tests in web-platform-tests / html-templates / additions-to-the-css-user-agent-style-sheet / require manual verification ('this test passes if there's nothing below this line')., which doesn't seem good.
There must be a way to programmatically tell whether the template element is taking up any layout space? Like maybe putting elements after it and measuring their position.
