CfC - publishing Long-Animation-Frames as a FPWD

Hey folks!

Following WG discussion yesterday, I'm sending out a Call For Consensus on
publishing the Long Animation Frames
<https://w3c.github.io/long-animation-frames/> specification as a First
Public Working Draft.

The call would end 2 weeks from now, on January 30th. If you have any
objections to publishing, please voice them prior to that.
