Call for Consensus - Splitting Long Animation Frames to a separate repo

Hey all,

This is a call for consensus, following the brief WG discussion on February
1st and the related issue <https://github.com/w3c/longtasks/issues/132>.
We’d like to get the group’s consensus on splitting the Long Animation
Frames specification into its own repo.

Please let us know of any objections.

The deadline for this CfC is February 28th.
