Call for Consensus: Publishing Beacon as a CR snapshot

Hey folks,

This is a call for consensus to publish the Beacon specification
<https://w3c.github.io/beacon/> as a CR snapshot, and continuing to
auto-publish CR drafts of that spec following that.
Please reply with any objections you may have until August 15th.
If no objections are received by then, we'd consider there's consensus to
publish.
