Call for Consensus: Publish LargestContentfulPaint and EventTiming as FPWD

Hey folks,

We've recently adopted LargestContentfulPaint
<https://github.com/w3c/largest-contentful-paint> and EventTiming
<https://github.com/w3c/event-timing> to the WG, and I believe it's time to
publish them as FPWD. Discussing that on the call yesterday raised a few
thumbs-up from folks present.

This is a Call for Consensus that will remain open for the next couple of
weeks. The call will be closed 2 weeks from now, on April 29th, and barring
any objections, we'd publish those drafts at that point.
