What's the current (spec-wise) status of requestIdleCallback?

Hi,

I just read a blog post on perf-tuning a product using requestIdleCallback
[1]. It's written in Japanese so many of you will need translation; though,
you might want to check it out.

One thing I noticed while reading the article that the rIC spec has been a
Proposed Recommendation since late 2017. I find this quite odd. Usually a
spec goes to Recommendation a month or two after it moves to PR.

So I wonder what the current status is. Is there something holding on?
