Meeting minutes GH archive

Hey folks,

As an FYI - we've moved past meeting minutes (since Sep 2018, ever since
we've moved off of IRC minuting) to https://www.w3.org/webperf/meetings and
we intend to update this page with new meeting minutes as they come.

That has the advantage of making the our meeting minutes more accessible
(e.g. for folks that cannot access Google docs) and more searchable (e.g.
by cloning https://github.com/w3c/web-performance/tree/gh-pages/meetings
and grepping it).

Hope this is helpful. If you spot any issues, please let us know!
