Call for Consensus - Auto publishing

Hey all,

This is a call for consensus, following the WG discussion on April 1st
<https://w3c.github.io/web-performance/meetings/2021/2021-04-01/index.html>.
On the call we decided that we would autopublish of WD and CR status
specifications, reinstating a decision from 2015.

Please let us know of any objections you may have regarding that.

The deadline for this CfC is April 30th.
