TPAC 2020 survey

Hey folks,

For this year's virtual TPAC, we're planning to schedule 4x3 hour meetings
(one per day) over one of the weeks leading up to Plenary week (October
26th).
We're also planning to run a few hackathon half-days *before* TPAC's "F2F"
meetings, in order to drive down the number of open issues that are Just
Work™, and hopefully be able to ship a few specs by TPAC.

To that end, we're trying to determine the best time for this and how many
people will join the hackathon, using this survey
