FOSDEM 2021 Web Performance devroom

Following last year's success <https://wikimedia.github.io/fosdem20webperf/>,
Wikimedia is hosting the devroom again. This time FOSDEM will be online-only
<https://fosdem.org/2021/>. The conference will happen on February 6 and 7,
with the devroom scheduled on the 7th. Join us!
