[HAR] base64 encoding of request bodies

Hi,

In the latest draft of the HTTP Archive (HAR) format specification request
bodies are to be included as either text or as a key-value pair. This is
problematic when using binary request bodies. Is there a reason why request
bodies cannot also be encoded using base64 like response bodies can.
