Web Performance devroom @ FOSDEM 2020

<https://twitter.com/MonsieurPerf> are organising the web performance
devroom (self-organised track) at FOSDEM 2020 <https://fosdem.org/2020/> in
Brussels on Feb 1-2. FOSDEM is a free volunteer-driven conference about
free and open source software with 8000+ attendees.

Open standards work related to web performance is one of the topics we
would like to have speakers talk about at the web performance devroom. If
