[RequestIdleCallback] Editor's Draft of requestIdleCallback spec

The requestIdleCallback spec has been converted to respec (many thanks to
Philippe for converting the initial spec over to respec) and can be viewed
at https://w3c.github.io/requestidlecallback/.

We would be very interested in any getting any feedback and / or issues
before moving towards first publication. Please feel free to create issues
and / or pull requests on github repository at
https://github.com/w3c/requestidlecallback.
