resource timing: 304 responses

Today there was a question on whether resources that get 304 responses
should be including in Resource Timing list. They should be just like
cached resources are also stored.

I read the specification, and it seems consistent with that as well. So I
don't think we need any changes to the spec, and we should make sure the
implementations store 304 responses.
