[ResourceTiming] The processing model section is marked as non-normative

In Resource Timing section 5.1, we have:

   This section is non-normative.

That must be a mistake.  ;)

I assume the intent is that the illustration is non-normative (already 
covered by section 2 paragraph 1, since all diagrams are non-normative) 
but the section itself is in fact normative.
