Proposal for the WebPerf Workshop on a Browser Diagnostics Interface

There was a discussion started around extending the current Web Performance APIs to also provide diagnostics information. I started to prepare a proposal document for the upcoming workshop on Nov 8th.  The goal is to move beyond monitoring and provide cross-browser diagnostics interfaces which today are not available and require developers to use different tools per browser.
