Highres time incrementing when a tab is not visible

Had an interesting question about performance.now () earlier and thought
I'd throw it out to the group to mull over:

   "the high res timer; does it stop when the user selects a different tab
(chrome) or slides the page off screen (mobile)?"

So, should we explicitly state that performance.now() is not affected by
visibility?
