Spec Updates

Per action items from last week, the following spec updates have been made:

Resource Timing

-          ACTION-53: Updated constants to be DOMString from unsigned shorts

-          ACTION-53: Added definitions for fetch and top level context

-          ACTION-54: Updated Abstract

Performance Timeline

-          ACTION-53: Included definition of PERF_NAVIGATION constant and made DOMString

User Timing

-          ACTION-53: Updated constants to be DOMString from unsigned shorts

Navigation Timing test_timing_xserver_redirect.html updated

-          ACTION-52: Test case updated to use document.location.hostname instead of document.location.host

Page Visibility

-          Definition of the visibilitychange event has been updated (Section 4.3)

-          Definition of hidden attribute and PAGE_HIDDEN constant updated to include defaultView null scenario.
