ISSUE-1 (scheduling): Scheduling processing model needs to be more tightly defined [Request Animation Frame]

Raised by: Cameron McCormack
On product: Request Animation Frame

We should define the processing model in terms of an HTML5 task queue, so that animation frame callback scheduling participates in the browser event loop in a well defined manner.

"Getting the next sample time" is also not defined.
