JSON::LD Library for Perl

I couldn't find a JSON LD library for Perl (except Dallycot::JSON::LD,
which is only partially completed and is part of a specific framework), so
I started one:

I've imported the w3c JSON-LD test files, and have a start on the
compaction algorithm.  Help and/or critiques are welcome.
