WG Decision to transition Web Notifications to PR [was: Web Notifications to PR: 48-hour Call for Consensus (CFC)]

The Call for Consensus carries, so we’re recording a WG decision to request
transition of the Web Notifications spec to W3C Proposed Recommendation (PR).

The next step is that a Director’s transition call will be scheduled to get
a Director’s decision for the transition request, then we’ll publish the
actual PR draft, which the W3C Advisory Committee will then have 4 weeks to
review before we move on to the final steps.
