If nobody from the Web Notifications WG objects by Tuesday next week and assuming no major issues are raised I will attempt to publish a Last Call Working Draft on behalf of the group on Thursday June 28. (If there are any concerns about us suddenly moving more rapidly please do let me know. I personally think it is about time we have an initial version of notifications on the platform, but I can certainly understand it if people need a little more time.
