No "formal" meeting at TPAC

Hi all,

Although we will try to publish before the TPAC publication moratorium,  
Mike and I decided it is not worth it for people to travel to France just  
for a short Web Notification WG meeting. People in the group that are  
going anyway (details below) are of course encouraged to meet up and  
discuss matters. If anything interesting is discussed there it will make  
its way to this list.
