Re: [web-nfc] Is the external type validate part correct? (#642)

The reason why I ran into this was that I was adding form validation to my NFC tools app and wanted to check the spec algorithm. I assume that others might do the same, so having this right and a note referring to the specs (given there are more) would be useful.

As I read it the NDEF URN might add additional restrictions, so it could be that what we are doing is correct (then definitely a note is required)
