To me it seems that [Web NFC WPT](https://github.com/web-platform-tests/wpt/tree/master/web-nfc) has not been covering local types and smart poster yet. I am not sure I understand the suggestion (link?), so does this mean the spec cannot advance before implementations+tests catch up? That would be awkward. If there needs to be clarity on spec+impl+tests, let's make a spec release for impl and a draft branch for the spec to be able to move forward.
