[web-nfc] Detecting NFC adapter or NFC user setting preference does not require permission (#527)

beaufortfrancois has just created a new issue for https://github.com/w3c/web-nfc:

According to https://w3c.github.io/web-nfc/#the-scan-method, NFC permission is not required to detect whether an NFC adapter is available, or NFC setting state. This also means user gesture is not required. Shall we move steps 5 & 6 after "obtain permission"?
