[web-nfc] Consider dropping peer for MVP (#166)

kenchris has just created a new issue for https://github.com/w3c/web-nfc:

Hard to implement on most platforms as this really seems to be handled at platform level.

It also doesn't seem to important as writing and reading tags.

But if we remove, we need to make sure that it can be added back in, so be careful when removing enums
