[web-nfc] Use the 'scope' in the send() method

The [send()](http://w3c.github.io/web-nfc/index.html#the-send-method) 
method discusses setting _scope_, but then it never uses the scope. 
Presumably this is where you'd check the `id` field of the peer or tag
 before actually writing.
