That document from Alex didn't receive much positive feedback. Both mozilla and Google (!) responded with comments indicating that the proposal there doesn't have much support. Google has put together a proposal in the WebApps WG which did receive more positive feedback though. But of course also some negative comments (Apple didn't seem particularly keen).
