“Resource Priorities” spec

Hi,

As part of the work that was done in the “Closing the Gap with native”
task force [1], several technical gaps were identified [2], a number of
which around the way loading up resources from the network is hard to
optimize on the Web.

As such, the recently started work by the Web Performance Working Group
on “Resource Priorities” seem pretty relevant:

(I plan on including it in the next edition of the "mobile web apps
standards" doc [3])
